I would NOT recommend using Chase Bill Pay services. If Chase sends out a paper check, they deduct it from your account when they start processing the paper check. Other Bill Pay services, however, do not deduct the paper check until the recipient actually presents it for payment, just as though you wrote the check yourself.

I had an issue where the paper check that Chase sent out became lost in the mail. They wanted $40 to "stop payment" on the check, even though they already deducted it from my account.

If I wrote a paper check myself, I would have the option of stopping payment or not, depending on the level of risk I wanted to assume. A customer should have that same option with Bill Pay. Chase does not give you that option and forces you to pay the "stop payment" fee. Other banks I've seen do not do that.
